Freedom of speech and hate speech. Limitations imposed by the State cannot be excessive.

When dealing with hate speech and the possibility of limiting freedom of expression by the State, the Court confirms that the limitations cannot be excessive, also when the speech concerns approval of terrorist activities if what is being criticized is principally State authorities or its policies.
