Ruling

1. Electoral law is a concept that must be interpreted broadly and should not be limited only to the moment when subjects elect their representatives to a parliament or are elected.

2. Amendments to the vademecum to the Election Law may be made by the Central Election Committee only to the extent that such amendments do not conflict with the Election Law itself.
(The President of the Parliamentary Assembly of Bosnia and Herzegovina had raised a question of legality about the amendment to the Vademecum to the Election Law by the Central Election Committee).
