Ruling

1. Independent media regulatory authorities must operate impartially, safeguarding pluralism and freedom of information from political interference by governments or legislatures.

2. States' legal and administrative frameworks must provide adequate safeguards against arbitrariness in public decisions on television frequency allocation; any shortcomings undermine the principle of pluralism, essential even in competitive markets to prevent illegitimate State interference.
