1. The removal of an infant from its mother immediately after birth is considered unlawful in the absence of the parents being involved in the decision-making process and in the absence of reasons of exceptional urgency.

2. In a democratic society founded on pluralism and respect for different cultures, it is imperative that any unequal treatment based exclusively or decisively on a person's ethnic origin is not tolerated.
